Move to/from Vector Status and Control Register

vec_mfvscr (void)
vec_mtvscr(arg1)

vec_mfvscr moves the high order 16 bits (including NJ) of the Vector Status and Control Register (VSCR) into the seventh element of the result, and the low order 16 bits (including SAT) into the eighth element. The first six elements of the result are set to zero.
