If you want to build an App, you should use Xcode.
This is IDE, so you can develop on many languages.
Xcode has SwiftUI, so you can easily build an app.
And can Submit to AppStore.

If you get and read about swift on Apple Books, you should get Apple’s or Apple Education’s.
As you know, swift was developed by Apple, so Apple’s are greater than Third-party’s.
