This is more unlikely achievable unless you can speak to the app developer to have this feature enabled at the app level and as Apple mentioned above, you can raise a ticket at their end to see what they can do here. As of now this is not possible AFAIK
You can enroll the device to any MDM and restrict this.
This is how Apple framework works, as a workaround Allow access to the Wi-Fi menu under Settings while keeping other features locked.
As of now, there hasn't been an official update from Apple regarding new versions or replacements for depsim and vppsim. The lack of updates has led to compatibility issues, especially with newer macOS security protocols that flag unverified developers.
