Custom icons are clearly broken.The thrill is gone, baby!--> Update: in the late betas and the release custom icons work if set from another booted system. I always have multiple boots. Booting Mojave I can paste custom icons and they show on Catalina after reboot. I did this a while back so I do not remember whether it required SIP disabled for the paste. I normally ALWAYS run with SIP enabled.
Worked for my library with some 90K items using B7. Did not retry with B8.Movies and Podcasts are another issue. But I can import those directly from the sources.

It looks like it is just on one account! "tccutil reset safari" does not work, since Safari is a privileged app.I gave it Full Disk Access permissions and that fixed it.But sheesh. This restrictive privacy approach will be a nightmare without a good UI to control the fine grained behavior for all restrictions.
I rebooted after turning iCloud Drive off and on. Then waited. It started syncing after 30 min.

It used to be possible to use iTunes on macOS or Windows to get the app, then download the matching older version on iOS.Apple stopped that, too.
After the system is set up you can switch the Guest back to run as OSX 10.14.

You could try to disable SIP and create a symbolic link /.bzvol -> /System/Volumes/Data/.bzvol
