Free assets from internet

I don't know how to do a good art to my project, i'm already spending all my time to develop a good ideia and code. My doubt is about the free assets like background, effect, etc found on internet and distributed under free license, can i use them? If yes, how do i do a mencion to the artist?

Using image and audio from Public domain

Reusing code

Last year i made a submition that was rejected. I was a totaly beginner and didn't build my full ideia because of time. It's a good ideia and I thought in continue it this year, of course the code must be refactored and I'll add more things.My point is, is my code, it isn't public anywere, i will updated it and add more things. It is possible to reuse this code/ideia?
