There is actually a security risk in doing so. In order to perform most forms of JIT, you have to mark memory pages as read write execute, which can make large number of exploits much easier to perform. This also weakens existing security measures. Because emulators would allow users to run arbitrary code that they download not from the app store, bypassing Apple’s commission. I disagree with this, as apple has already recently allowed emulators on the App Store that use methods like interpreted emulation.
