Why I lost my right. my programer right

One year ago, I could not pass register my programer account with my Apple ID. The Developer App ask me to connect to apple team. I try and try again, but can not get any useful answer. The leader tel me in telephone: You apple don not celebrate you become a apple develop, but you can test experience with Xcode. I fell I'm a biggest fool

I can not register and become a apple developer

When I register by developer app, I'm asked to contact to your team for continuing follow steps. But when I select through telephone apple dose not return call back. I select email option I the page dose not send message for me. I crazy!!!!
