Same here on macOS. My App ID configuration in the developer portal has WeatherKit checked in both "Capabilities" and "App Services". My Xcode project has WeatherKit added as a capability in "Signing & Capabilities".

I have to correct me.  Disabling "Connect via network" works for me, Xcode needed a restart.

Same problem here using Catalina. Disabling Connect via network (as mentioned above) doesn't help. Xcode 12.3 is unusable. Thank you Apple.

I have the Beta 2 installed on an external SSD. Connected to a MBP I was also not able to upgrade within the last 5 days. Even the update via the Terminal failed.Now I plugged the external SSD in to an iMac and the update was successful during the first attempt.

Same problem here using a TB MBP with an USB 3 SSD.Just pluged the SSD into a 5k iMac and it works. :-)
