Running into the same issue with  - macOS Monterey 12.1 (21C52) XCode 13.0.0 (13A233), 13.1 (13A1030d) and 13.2.1 (13C100)

We tested this on multiple different XCode/MacOS versions are having the issue on all platforms; XCode Version 12.4 running on MacOS Big Sur 11.2.3 XCode Version 12.5 beta 3 (12E5244e) running on MacOS Big Sur 11.2.3 XCode Version 12.3 (12C33) running on MacOS Catalina 10.15.6 Surprisingly, on April 1st at approximately 5pm eastern time I installed XCode 12.5 beta 3 and was able to generate the key. However this morning at 9am eastern time I am no longer able to generate it and it fails with same issue.
