User Profile

Hi Team, I've looked through the Apple Developer Program and looked through the Merchant Registration API and Test card number in the Sandbox environment. But I'm looking for something more particular which is how can I register to be a Apple Pay Issuer? Google has a form to fill out (Request for Google Pay Issuer Click-to-Accept Agreement - Google Help) but I can't seem to find any information on Apple pay, could you please help me out with it?
