However it does happen consistently in my tests and can be seen more clearly when slowing down recording footage. The difference is very noticeable between the scroll views, especially WKWebView. "only when a new row appears at the end of scrolling" This may just be a matter of perception — the same happens when using a single long view, such as an image.

Thanks for monitoring. Just to be sure: a bug report needs to be sent from a Mac that is affected by the bug? I can't reproduce the 14.7.1 issue myself, because it only seems to happen when updating from Ventura -> 14.7.1 Should I instruct users of my app to submit a bug report? I've received multiple confirmations that resetting the macOS keychain resolves the issue for users on 14.7.1 I have not received any new reports from 15.1 so far.
