I get this errorif I either attempt to install to an empty APFS partition, or if I convert a working HFS+ partition and attempt to reinstall onto it to make it bootable.

Like the GM seed, the final version refuses to open on my system, because it is stuck installing the pkg files contained within itself.Attempting to install them from the command line, in verbose mode, results in the following:$ sudo installer -verbose -pkg XcodeSystemResources.pkg -target /installer: Package name is XcodeSystemResourcesinstaller: Upgrading at base path /installer: Preparing for installation….....installer: Preparing the disk….....installer: Preparing XcodeSystemResources….....installer: Waiting for other installations to complete….....installer: Waiting for other installations to complete….....And it goes like that forever. If I reboot my machine to clear up the stuck installer, it will install, but only that package and the MobileDeviceDevelopment.pkg will install correctly. MobileDevice.pkg will get stuck indefinitely.
