For me this is what fixed the issue:
Open terminal, and enter open ~/Library/Developer/Xcode/
Delete all the contents of the Archives Folder
Restart Xcode & Open your project
Clean > Build > Archive
If solved, organiser window should pop open after archiving
I guess either some bad files were left in the directory that were causing issues, or the folder was becoming too large.
