WiFi calling not working when enabled

I have WiFi calling enabled on my iPhone 6s with At&T. The phone will not make a call when in WiFi range unless I disable WiFi calling and reboot. Once disabled and rebooted I can make phone calls as normal. Anyone else find this problem?
