Will it be possible to install Ubuntu on the new Macbook Pro with M1 chip using Boot Camp?
If not, will I be able to use Parallels Desktop to make an Ubuntu VM?

There is work being done. Potentially the ARM - Based M1 chip would allow it as there are ARM Ubuntu distributions. But there is issues with booting and hardware drivers that need to be resolved. So for now - probably now. But it seems like people are working on it. Would love to be able to dual boot Ubuntu on the new M1 Macbooks.

Yes and Yes,

In fact, is not running perfect. becasue some Kernel Modules, but soon.

Search on Google, "Ubuntu on M1" you will find the both cases (running native and virtiualized)
