MFi ATS error “device powered accessory does not have the Device Powered feature selected”

ATS 7.5.1 reported an error “device powered accessory does not have the Device Powered feature selected”.
Does anyone know which parameter selects Device Powered feature?
Our UART accessory draws power less than 3mA from Apple device, and same error reported when PowerProvideCapability is "None" or "Passthrough".
