Keychain Access makes Certificate Signing Request with "Incorrect CSR Key Pair"

I'm trying to enable Apple Pay capability for the app I'm developing. Following Apple's instructions I'm using Keychain Access to create a Certificate Signing Request. I entered my email address, made up a unique Common Name, clicked "Save to Disk" and "Let me specify key pair information" and then selected ECC and 256 bits. Then I get an error message:

"Incorrect CSR Key Pair Expected a Key Pair with ECC Algorithm and key size of 256 bits. Create a new CSR and try again."

I've done this four times, same error message. What's wrong? I'm using Big Sur 11.6.2 on my 2014 MacBook Pro.

Following Apple's instructions

Which instructions specifically?

What does the following print:

% openssl req -in CertificateSigningRequest.certSigningRequest -text

Replace CertificateSigningRequest.certSigningRequest with the path to your CSR file.

I have the same problem - here is a dump of CSR

It’s hard run tests against a screen shot. Please re-post that as text. The best way to do that is to save your terminal transcript to a .txt file and then add that as a text attachment (click the paperclip icon and then choose Add File).
