Hello, I have a gen 2 Apple Watch that I’m trying to pair with my iPhone XR. The Watch has been reset to factory settings, and whenever I try to pair them it says I need a update but it won’t because it says I’m not connected to the internet. I have tried everything at this point, it’s connected to the internet, I have the current 15.5 update on my phone, and tried redownloading the app.

You might have better luck asking this question over in Apple Support Communities run by Apple Support.
The watch needs to be on the lastest software(watchOS 8) to pair with an IOS 15 device, as the watch is a series 2, it will not run WatchOS 8 and will unable to pair with your phone. I would try using an older phone like an iPhone 6(They run IOS 12 at the most).
