I am use the free provisioning file. So how can I delete old device and use my new iPhone to develop my app. only way is use a paid account? or register a new Apple ID?

Free provisioning, aka a Personal Team, has some pretty significant limitations. For the details, see Developer > Support > Choosing a Membership. That explains how App IDs, device registrations, and provisioning profiles expire, currently after a week. So, the easiest way around this limit is to simply wait.

Is there any option to reset devices on free account???????

I just renewed my paid developer account today and I'm still getting this issue. I'm hoping I can build and test on my current iPhone but I'm stuck because I get this error message. Some assistance will definitely be helpful

This thread is about free provisioning, which Xcode displays as a Personal Team. The story for paid teams is different. My general advice is that you read through Developer Account Help > Devices. If that’s not sufficient, you can seek help via Apple > Developer > Contact Us.
