The issue can be reproduced as follows :
- Launch the iOS 26.5 Simulator.
- Go to the Settings app.
- Tap Accessibility.
- Tap Spoken Content.
- Turn on Speak Selection.
- Tap Voices.
- An empty view gets opened, in which no language can be selected.
How can voices be downloaded in the iOS 26.5 Simulator ?
Note: There is not such issue in the iOS 18.5 Simulator.

Hmm, I see what you mean. An empty view in the Simulator Accessibility settings doesn't sound expected to me, and hearing that this had a function in previous Simulators leads me to believe it might be a regression.
Are you able to create a bug report that I can share with the relevant engineering team about this issue? This will help tracking purposes for our engineering teams as well as for your own information about progress.
Please file a report of what's going on here https://developer.apple.com/feedback-assistant/ Include the affected platforms tested against, and screenshots too. This would help speed up our investigation.
