NSCollectionLayoutDecorationItem background cannot extend into vertical toolbar on iPhone Duo

A NSCollectionLayoutSection can have background decorations, set through the decorationItems property. Currently these decorations will never overlap the horizontal safe area on iPhone Duo, causing my backgrounds to stop while the horizontal scrolling items keep going.
