At this time, I cannot upgrade to High Sierra or Mojave, but have a defect that only happens on iPhone XS. I get an unsupported architecture error if I try to build from Xcode 9, and I can't install Xcode 10 because I'm stuck on Sierra. Is there any way to debug an iPhone XS from Xcode 9, perhaps by copying in parts of Xcode 10 into my Xcode 9 app?

I very much doubt it.
If your Mac can run 10.{13,14} then one option is to temporarily boot 10.{13,14} from an external drive. You shouldn’t need anything fancy here; in my experience a USB stick works pretty well, especially if your Mac and the stick support USB 3.
