I have received the AppleTV DevelopmentKit tvOS 9.0 (13T5347l). Siri seems to be disabled in the Settings > Siri, and there is no option to active it.
My country and Language settings are United States and English.

Check if your location is set to the united states. When I set up mine, after entering my Apple ID, the location was automatially set to my own country, even though it was configured to use United States. To remedy that, go to Settings, then change the Location (not Country, not Language, but Location) to United States. It should then ask you wether you want to enable Siri.
I have the same issue here. Do you mean I should change the region? (can't find "Location")
I'm in Germany and can make siri work in german. But every time I try to use it in english, Apple TV writes "Siri is not available in english".
I changed both "Language" to "English" and Region to "United States" and I cannot get the "Siri" option to activate (it's grayed so disabled). I did the latest tvOS update, so restoring from iTunes, and set it up regione and language again, but with no success.
Go to: Settings app --> Accounts --> iTunes and App Store --> Location (under preferences section) --> change this to "United States".
It will offer to use Siri. Hope this helps.
Hi, I was playing with the settings as well and without reading the posts above came to the same conclusion.
Basically your Apple ID needs to be from a country that supports Siri.
If you just change the region and your Apple ID is not from there, it signs you out of your account.
But you can add (just like the gen2 & gen3) multiple apple id's and switch between them when relevant.
PS. I am not sure who approved (I know i am stepping on big toes here) the "keyboard" on tvOS, but I can't wait to pair a bluetooth keyboard to it. I prefer the grid-keyboard big time. (rant over)
