I have a mac mini running jenkins. When I launch iPhone simulator on it, I can not turn on Accessibility Inspector. That mac mini do not have keyboard and mouse, is that cause the problem?

That's certainly not good.
I see that you're using iOS 8.4 in the video. Does it only happen with iOS 8.4? Are you seeing the issue with newer runtimes as well?
If the issue still exists with the iOS 9.3 beta, please file a radar at http://bugreport.apple.com and include the link to your video.
