We're developing an app for a client of ours, one part of which uses Apple Maps. The app will be available from our client's private app store for their employees only (i.e. not available to the public). My question is are there any license costs involved?

Open Maps on your phone....tap the 'i' (info) icon...note the data is from TomTom/others (not Apple) - scroll down and tap > to read their use/rights agreement(s).
Use of the 'Maps' app itself is covered in your iTunes and Developer agreements, and at least one of those involves fees paid upfront.
There is never mistaking Apple's intentions when fees are involved (unmarked black helicopters over your business, clicks on the phone line, mysterious credit checks, mailbox stuffed with C&Ds)- they would be in your face with them, so....
