"Unable to Personalize Pass"

I am receiving the following message when trying to personalize a pass:

It occurs on both iOS 10 (14A5261v) and 9.3.2 (13F69).

When the pass is first installed, only the Automatically Select dialog is shown. The signup form is ignored.

The pass bundle seems to be ok as does personalization.json.

The logs in iOS 9 are silent, but iOS 10 is more revealing:

It seems that the personalization token first needs to be requested from an Apple server, and that this server is currently returning a 503 response. There is no attempt bu the device to contact my personalization web service.

Is this just a temporary issue, or is further provisioning and registartion required to be able to Personalize passes? Is there something wrong with my bundle that is preventing the signup form not to be displayed?

Have you found a solution to your problem? It might be an error with the NFC certificate? the fact that the Automatically Select dialog is shown could tell otherwise tho.
