Map Tiles not loading. The operation couldn’t be completed. (GEOErrorDomain error -204.)

The problem appears to affect Apple's Map app also.

I've tried looking for this error code via Google and in Apple's documentation. No luck.

I restored the iPad to factory settings.

Maps display properly now.

There is something in the back of my settings that caused the problem because I initially restored 9.3.2 and then restored my settings. This did not work.

I restored to 9.3.2 and set up as a new iPad and the problem is fixed.

I sure would like to know what exactly caused the problem because it was a real hassle figuring out what the heck had happened. I spent a lot of time looking at my app to see if I had done anything wrong in the code but couldn't find anything. The NSError -204 wasn't any help as there is no documentation of what that error code means.

The fact that the Maps app exhibited the same problem is what triggered my restoring the system software.

What a hassle.
