The pixel dimensions of the iPad 2 and iPad Mini are the same and both have very similar capabilities, so there was no need for a separate simulator profile for iPad Mini. The same holds true for later mini models and their larger brothers.
Whilst the pixel dimensions are the same the physical dimensions are not.
If physical size matters (say you want to keep UI elements proportional to finger size) then the only way to test layout on a mini is to buy one...
Seems a glaring omission to me. All other screen sizes are catered for (4", 4.7", 5.5", 9.7" and 12.9").
As its very similar to the ipad, surely it would be a trivial effort then to create a mini profile? Just need to change the SIMULATOR_MODEL_IDENTIFIER
I develop for iOs 10.3.x, and adding the iPad 2 to my simulators, to mimic the iPad mini 4, xCode says: "incompatible device". The iPad 2 is (probably) not capable of running iOs 10.3.x? So it has the pixels, but not the OS?
What to do about that?

FYI, max ios for iPad 2 is iOS 9.x
True. That's valid. Please file a radar. Not many people have ever asked for it, but we could certainly add it. We'll probably just not add it as part of the default set since it's grown so huge.
