Same problem here, also for brand-new IOS 10.0 simularor.
I got the same Problem running macOS 10.12.1 Beta (16B2338c). Does anybody knows a work around?
I'm getting the same thing. Running macOS 10.12.1 Beta (16B2548a), Xcode 8.1 beta 3 (8T47). Been having this problem ever since beta 1. It's as if the server location or file name for the iOS 10 simulator is wrong in the index files and nobody at Apple seems to have noticed. Either that, or the simulator isn't supposed to be available and nobody had the courtesy to indicate this in the beta release notes. Very maddening.
I think this should be working now. Please let me know if you still have issues.

Yeah, I'm not able to reproduce it any more. It seems to be showing the catalog and downloading ok. I suspect there may have an overly aggressive CDN caching it.
It could also be cached locally. You can try quitting Xcode and deleting ~/Library/Caches/com.apple.dt.Xcode/Downloads to clear your local cache. Then relaunch Xcode and retry.
