From the docs this looks like it has to be done during initial setup of a device?

Can this be used at a later time? Are there any restrictions on how/when the local user can be made?

Hi Joel, You are correct this only available as part of the AccountConfiguration MDM command which can only be used while the device is in Awaiting Configuration during the Setup Assistant.

I also wanted to add that this also comes in handy when you use the new Auto Advance Feature used with a DEP enrolled macOS Systems.

I am unable to find documentation on the new Auto Advance Feature for macOS 11. Can you direct me to it?

Hi Enkel, the basic implementation should match the existing tvOS implementation. The key is documented here. For macOS you'll also want to include the await device configured key set to true so that you can setup an account on the device, otherwise the auto advance will pause at the Create a User Account pane in the Setup Assistant.
