I get the same error starting last night and I don't know what to do more to solve this

Why does every issues with 'Sign up not completed' require technical support? Are there no straight forward answers??

I found how to solve this error for my situation. Do not choose automatically manage signing in xcode target(signing capabilities). Go to Certificates, Identifiers & Profiles in web, create a new profile. use this profile in xcode. Then I sign up with apple successfully
