How to invite iPhone4S running iOS 9.3.5 to a multiplayer game when using iOS 10.1.1?

I'm trying to implement turn-based multiplayer features into my game and I'm working on invites. When a phone running ios 10.1.1 invites someone to play a game, it is sent as a message in the messages app now. However, when I invite a user running the latest supported OS on an iPhone 4S (ios 9.3.5), it comes through as an iCloud link: https://www.icloud.com/share/[some number]. When I click that link, I am sent to Safari and all I see is a square with a cloud in it and the words "Untitled" under it. Nothing happens.

Any suggestions on what is going wrong?

For Messages-based Game Center invites to work, both devices need to be running iOS 10.

OK, but how does a game running on ios10 invite an iphone4S user to play?

I'm not certain, but I think the only way is if the two Game Center users had already added each other as Game Center friends from before iOS 10. They can select the "Recent" tab in GKMatchmakerViewController, select an old Game Center friend from that tab, and invite that way. Inviting an old Game Center friend doesn't go through Messages.

However, this method won't work for brand new users who don't have any old Game Center friends, since adding old Game Center friends is no longer supported in iOS 10.

Thanks nasj442, I was afraid this was the right answer, but I'm still hoping for a definitive answer (that is hopefully different!)...Anyone have the definitive answer here?
