IKEv2 IKE_SA_INIT tries on port 500 AND 4500

I noticed that if my iPhone can't connect to the VPN gateway (using IKEv2) on port 500 it will also try port 4500. This is for the IKE_SA_INIT.

Is this documented anywhere or configurable.
