Do I need to enroll for ADP to get ability to test PersonalVPN app?

I created PersonalVPN app using NEVPNManager. I tried to test it on external iphone but was getting some errors like:

MyPersonalVPN[18382:6752191] [] Failed to load the configuration: Error Domain=NEVPNErrorDomain Code=5 "permission denied" UserInfo={NSLocalizedDescription=permission denied}

How can I solve this error and do I need to enroll in ADP for testing PersonalVPN app? I cant add Network Extension capability, I think this is because of my default apple developer account. Am I right? Thanks!

Yes. If you’re working with a Personal Team you should keep this page handy: Developer Account Help > Supported capabilities (iOS). It lists all the capabilities you can use for each of the programme types (the Apple Developer column matches your Personal Team).
