enable Declarative management on DEP device

Hi, I am trying to enable declarative management on my device ( it is already enrolled as a sharedIpad with DEP). When sendind the command, the device's response contains an error. It is not acknowledged. Either on the device channel or on the user channel. The device channel returns :

and the user channel returns :

Does DEP device support declarative management?

I know this is an old post, but I just came across this error on an DEP device that is running iPadOS 15.8.3. In case someone else has the same problem, iOS/iPadOS supports only UserEnrollment prior to iOS 16.
