Smart app banners do not appear after being closed

I have added a meta tag to my application as mentioned here.

I saw it and everything worked as expected. Problem is, when the banner is closed, it doesn't reappear. This is common across other apps. Tried all sorts of cleaning mechanism for Safari and none of them worked.

Tried resetting the device (Settings -> General -> Reset -> Reset All Settings) and this worked, but this very nasty solution. Is there any other solution for this?
