iOS17 Beta 3 - iCloud BackUp fail with plenty of space and small backup

I have plenty of space in iCloud, and a very small backup to upload, but iCloud says backup cant be completed due to lack of storage. I am on latest ios17 beta. Any suggestions other than downgrading to non-beta version?
