How can I use Push Notifications Console with another account?

I tried to give another account developer permission or management permission in the app store connect. According to the document description, there should be CloudKit Console permissions, but only free users are displayed on CloudKit Console account page, and the corresponding bundleid can't be found to test push notifications. https://developer.apple.com/support/roles/
