Is Privacy Manifest mandatory?

Do I have to add the Privacy Manifest file in my SDK if I'm not using any required reason APis and not collecting any data?

AKAIK, you don't need. I've submitted apps in similar case, without any issue.

In any case, if that were needed, you would get a message when submitting.
