Slow touch/pencil frame rate on iPad Pro iOS 10?

The rate of touch events that my application is getting just dropped considerably - down to 30Hz with my finger and about 1.1 Hz with the apple pencil. Other commercial drawing apps work fine. I hav even tested with a simple app that only implements an empty "- touchesMoved" handler and the frame rate doesn't change.

What is going on? Is there something I need to do? I am not positive but I think it was the upgrade to the latest Xcode last week and/or the upgrade to iOS 10.3.1.

Thanks!

Really, no one has an idea on this? No reply on stack overflow either.

Is there at least a place in the documentation to look for this? I've looked in UIView but it says nothing about the dynamic sample rate on the iPad, nor anything about the apple pencil.
