If you are still having issues on having your download stuck at 99% and switching on and off WiFi, I believe I have a fix.
turn your cellular data completely off. It will force the device to just use wifi.
Then the download will restart and actually complete.
Same here. I’m currently in Aruba (Caribbean Netherlands). Tried even with a VPN
Having the same exact issue. Siri download stuck at 99% then says it will continue the download when I’m connected to a WiFi network yet I’ve always been connected. I tried your suggesting of turning off the cellular data off and trying again, yet it did not seem to fix the issue for me.
