Team "tao yang (Personal Team)" is not enrolled in the Apple Developer Program.

Note the “Personal Team” here. That is what Xcode shows when you use any old Apple Account for free provisioning. If you’ve joined the (paid) Apple Developer Program, you should see another team listed in that popup.
