Your screenshot indicates that CloudKit Console hit an error when looking up your developer teams. I'd guess that it can be a server side issue, or an issue related to your developer team.
You can confirm that your developer team works by using the same Apple ID to log in to the developere portal and check if everything works there. If it does, I’d suggest that you file a feedback report for the CloudKit Console folks to investigate. Please be sure that your report includes the following information:
- Screenshots or a video clip to show the issue.
- Your Apple ID.
- Your developer team ID.
