What is the minimum iOS deployment target after April 24 2025?

Beginning April 24 releasing on the App Store requires using Xcode 16, iOS 18 SDK. https://developer.apple.com/news/upcoming-requirements/?id=02212025a

Xcode only offers simulators for iOS 15. I had not been able to install and use previous versions. Does it imply iOS 15 is the minimum target allowed?

support document Previously iOS Deployment Targets was displayed as iOS12-18.4. but now iOS15-18. Do I need to change the minimum version to 15?

That webpage was recently revised, and you happened to catch the change here just after that update. The document is listing iOS 15 as the recommended minimum for development for Xcode 16. While older iOS versions down to iOS 12 are supported with Xcode 16, we encourage you to stay within those recommendations.

what if the minimum deployment target is below ios 12 such as ios 11? it wont be accepted to upload anymore?

Adding to this, it would be great to include in the support page a clear differentiation of what's recommended in terms deployment versions and what's the minimum. You mentioned iOS 12 still supported.., for how long?, will it be dropped silently?, is iOS 11 supported too?

The legend at the moment reads as " The OS range supported by this version of Xcode for uploading apps to App Store Connect."
