I am on macOS 27 Developer Beta 3 but I think this issue also exists on other public released macOS systems.
The problem is, if I enable PF (via sudo pfctl -E), the iCloud private relay becomes unavailable. This issue was confirmed after I disable PF, after which private relay turned green (functioning normally) immediately.
Therefore, I wonder is there anyway to let the both exist concurrently? Thanks.
Are you building a networking product for the Mac? Or just trying to configure you own Mac?
If it’s the former, be aware that we don't consider Packet Filter to be an API, as explained in TN3165.
If it’s the latter, the Apple Developer Forums isn’t the right place for this question, because the focus here is on developers writing code to use Apple’s APIs. You might be more traction over on Apple Support Community, run by Apple Support.
