The AppTrackingTransparency documentation says:
You must use the AppTrackingTransparency framework if your app collects data about end users and shares it with other companies for purposes of tracking across apps and web sites.
If I create a unique customer_id value to submit to the GIPHY Actions Register endpoint to track GIFs a user has clicked or sent, does that count as "tracking across apps and web sites"?
