Reinstall xcode simulator runtimes

I have iOS 10.3 runtime listed with xcrun but it's not in /Profiles/Runtimes or under XCode's Components:

How can i reinstall iOS 10.3 so that it's properly showing up?

In this case 10.3 is probably the version bundled with Xcode itself. If you xcode-select a newer version of Xcode that newer version can't see the version of iOS bundled inside other versions. To use 10.3 with Xcode 9 beta for example you need to open Xcode 9 and go download 10.3. That will install to /Library and make it available to all versions of Xcode.
