Is it safe to give your developer account (email address only) to another developer in order that they can generate an ipa certificate for me to test an app on my own device?

An email address alone isn't enough to do anything w/a dev account.

As for safe, what kind of contract do you have w/that other dev? If you give them your account credentials, they can do anything with that account that you can.
