I am writing this post while I wait for the progress to move from 0% to 3%. Did someone find a way to speed this up? It is a nightmare experience that Apple provides to developers aiming at Watch.
Copying OS library symbols from Apple Watch
Do you have a feedback report yet? If not, would you mind to file one with the versions of your systems and tools (macOS, watchOS, and Xcode), and share your report ID here? Thanks.
I typically use the latest versions and connect the paired iPhone to my Mac with a cable. The process does take some time but typically goes through for me.

Also, thanks to my colleague Quinn's reminder, you can download the symbols specific to the watchOS release on your Apple Watch using the xcodebuild command line, as discussed here.
