Did you try running kmutil trigger-panic-medic --volume-root /Volumes/<YourVolumeName> in recovery mode?

I have trouble with Symantec (SEP) extensions every time I install a new update. Running the kmutil command from Recovery mode triggers panic medic after I reboot and it disables the problematic extensions so that I can actually finish booting without a kernel panic.
